Issue Introduction

For the delivery of rice across different states in Malaysia, a rice wholesaler must apply permit from Kawalselia Padi dan Beras, Ministry of Agriculture and Food Industries (MAFI). The permit must clearly state the delivery date, lorry registration no. and quantity of rice. 

If it is caught without permit or not comply with the terms and conditions, the rice will be confiscated.

If the wholesaler delays the delivery due to lorry breakdown or quantity shortages, the permit cannot be used and must apply for a new permit. This is a waste of time and resources due to this Cross States Permit Requirement, which has been practised since 1971

Recommendation

Eliminate the Cross States Permit Requirement. To contain rice smuggling, strict enforcement must be stepped up at border checks. There is no more communist threat to get supply of rice for their terrorist activities.
